“To say that we are excited is quite an understatement,” comments Mark Loudermilk, President and CEO of Foothills Bank and Trust. Recently, the institution announced the addition of Dr. Jane Qualls McGuire to its Board of Directors.
“Dr. Qualls McGuire has always been a strong part of our family,” states Loudermilk. “We are very excited about this addition. She brings an astute enthusiasm to our efforts and thoroughly knows Blount County and East Tennessee. She is a welcome asset for certain.”
Dr. Qualls McGuire received her B.S. (1966), M.S. (1967), and Doctoral (1969) Degrees from the University of Tennessee in Knoxville. Presently, Dr. Qualls McGuire serves as the University of Tennessee coordinator of the Professional Development School program in Lenoir City, working with student teachers (interns) assigned there. She has held this post since summer of 2004.
Prior to her work with the University of Tennessee, Dr. Qualls McGuire served 35 years in public education, eventually being named as the Superintendent for the Alcoa City Schools. She began her career by developing and teaching in the first Kindergarten program. For 26 years, she served in various curriculum and supervisory roles (including Title I and Special Education) working with all grades and subjects from Kindergarten through twelfth grade for the Alcoa City Schools. Dr. Qualls McGuire was selected by the Board of the Alcoa City School System to become their Director of Schools in September of 1999 and served in that position for five years before retiring in June of 2004. Under her direction, many programs and more than $15,000,000 in building projects in the Alcoa Schools were developed.

Dr. Qualls McGuire’s community service includes serving on Boards of Directors of Habitat for Humanity, The Children’s Center of Knoxville, Experience Your Smokies, Blount County Chamber of Commerce, Blount County United Way, Regional Library Board of Trustees and the YMCA Camp Montvale. She has served as United Ways Allocation Committee Chairperson; Co-chair of their pillars society; Campaign Cabinet 2008; and, in 1999 was President of the Blount County United Way Board. Dr. Qualls McGuire has also actively worked on committees for Sister City and International Exchange programs for students and adults, SECME (Southeastern Consortium for Minorities in Engineering), Leadership Blount, the Red Cross of Blount County, and Martin Luther King Community Celebrations. She was in the 1992 class of Leadership Blount, the 2000 Regional Leadership class and the 2001 class of “Experience Your Smokies” .
Dr. Qualls McGuire was married in 1966 to Nick McGuire, Founding Chairman and CEO of the Foothills Bank and Trust in Maryville. They celebrated 41 years of marriage just prior to his death in 2007. They have two children and one granddaughter.
